Most chronically homeless are mentally ill people who were once kept confined but our judicial monarchy at SCOTUS & the ever expanding federal government put them on the streets & in our schools & prisons. You can build a shelter but cannot compel them to live there.

Homeless shelters don’t work most of the time. Where I live homeless people use them on a temporary basis. Once the group running the shelter expects them to start contributing in some way the people are back on the streets
