Yes..we need to gut safety net programs (local and national) so these people can learn to bootstrap themselves to the top 1%.

I believe he said we need to focus on making sure the people who are trying to succeed & move up the income ladder, are given the support needed to be take advantage of the opportunities that arise that can help ACHIEVE financial success for them.
