Are there large areas of permeable pavement or has that been considered? I know the cost up front would be large, but as paved as Houston is, it could be beneficial in the long run.

I have no idea what this may be about but I doubt than anyone reads a congressman's tweets regularly. Congress is in recess but there is probably staff in both of Crenshaw's offices. Maybe not on Good Friday though.
