I guess I missed the part in the Constitution that grants power to the president to act if you, the Congress, don't do your job.

Where in the Constitution is the EPA, DOE, HHS, and myriad other departments that pass rules and laws on American citizens and businesses? Congress has abdicated it’s responsibilities for decades.
