It seems to me @realDonaldTrump could sign a emergency order, today. Requiring manufacturers to immediately begin producing medical devices, drugs, & equipment in America.

Puerto Rico has cheap labor and could use the jobs. So does the American south. We will need to provide subsidies and or tax incentives to companies that employ the majority of their employees in the US.
