The functions of borders is to mark the place on the ground where one sovereignty ends and another begins. It is along these lines that a state has the legal right to exercise control over the movement of goods and people to and whose violation by outside forces defines invasion.

Border security is about drug interdiction and fighting human trafficking, public health and safety, and the sovereign powers of a Nation-state. That being said, without a stand alone bill to secure the borders the United States has no immigration policy.
