What do you plan to do with data on non-citizens? Would you count them as, say, 3/5 of a person for purposes of representation? Or did you want a list so you could round them up or discriminate against them? Legal residents & greencard holders hold jobs, own property, pay taxes.

The most critical purpose of the census is to determine representational APPORTIONMENT in Congress based on total population. The citizenship question is irrelevant and its inclusion would, by design, deliver INACCURATE numbers that create DISPROPORTIONATE results favoring R's.

We need to know an accurate count of citizens and legal residents - for allocating Federal funds and House Representatives. We need to know an accurate count of illegal aliens - for allocating Federal law enforcement for deporting the illegals.
