Please consider creating a "security deposit" for environmental recovery. This would be a clean-up escrow fund - paid into by the corporations who extract resources - to pay for clean-up whenever spills occur. Covers the case where companies drag their feet or go bankrupt. 1/

It would fund an on-call set of environmental assessment and recovery assets to quickly respond to such disasters as the BP Deepwater Horizon spill. These accidents are inevitable, and must be remedied as quickly as possible. Corporate denial or failure work against that goal.2/2
