For him to have a meaningful "top priority" would require that he have mental discipline, understanding, and judgement. The reality is he's a willful toddler who lacks impulse control. Pretend otherwise if you want; the adults in the room see what you're doing.
It is critically important that we fully fund our nation's military. It has always been a top priority for President Trump and many of us in Congress to end the military readiness crisis.
