Buddy Carter has already refused to vote for HR3, which would in fact lower the cost of drugs by allowing the government (Pharma's biggest customer) to negotiate prices. This bill is CYA for the GOP and nothing more.

Drug development should be funded by grants and prizes for new drugs, not high prices for every drug. Many expensive drugs - insulin, for example - have been around for decades. High prices for them don't improve the bottom line for new drugs, they're just rent-seeking.
