Pre-existing conditions have zero impact on coverage in New York. We've had guaranteed issue and a community rating model enshrined in law since 1992.

Neither of which are specific to pre-existing condition coverage. Under NYS Law, there are allowable exclusions up to 12 months of coverage under certain conditions. It all got better with the ACA.
