If anyone can answer - I was laid off because COVID-19. I applied for unemployment but got "invalid claim" letter via mail fewer than 20 base weeks i didnt work all of 2019. What now? I thought due to COVID-19 we are approved. Please help - email/call/etc no answer

A municipal employer reduced a P/T (29 hrs per week to 12 hours per week) employee's hours the day before closing the office, and states that they are only paying them 12 hours instead of 29 because their schedule was reduced. are they allowed to do that? It seems unfair
