NJs handgun licensing program is anything but what you described. On average, it takes a police department 3 months to first issue you a firearms ID card. Want to change your address? Be prepared to wait another 3 months for a new card. Cant make any purchases until then.

Once you have your firearms ID card, you can only buy long rifles and shotguns, then you must wait another 2-3 months for your handgun permit to be processed. That expires after a certain amount of time and so you must get another one down the road.
