What to do with the criminals in these prisons? Put them in federal prisons and over crowd them. Most criminals cannot be rehabilitated because they don't want to do what's right.
Recidivism is much higher in for-profit prisons than in others. We should reduce the number of people we put in prison for petty crimes and non-violent drug offenses in conjunction with ending for-profit prisons which have a financial incentive to keep people incarcerated.
