Before putting a lot of challenged drivers on the road, suggest looking into the research that is the basis for insurance company determinations. See how valid the corollary and how accurately that is reflected statistically by demographic. You might be surprised.

I agree, but most auto insurance is regulated at state level. States should require proof that these factors are actuarial you relevant. Also full public disclosure on which companies use which factors.
