          And the same law says Congress has authority to vote to end a national emergency. Which they exercised on a bipartisan (and bicameral) basis this week.

          I don't think Trump ever knew about three branches. Mitch McConnell is the one that forgot about the three branches. The GOP Senate is now an extension of the Executive Branch.
