      Can you point me to the part of the Constitution where Congress has the power of the purse until POTUS really, really, really wants something Congress says he can't have the money to buy?

      The president via the constitution is commander in chief and thus has power over the military. The national emergencies act of 1976 and also 10 USC 2804-2808 grant the president during an emergency to move already appropriated military funds for construction projects.

      The National Emergencies Act also grants Congress the power to terminate a national emergency which is precisely what they've done. The Supreme Court ruled in 1983 that the President can veto, but Congress can - and should in this case - override that veto.
