an employer fine would be simple, like a tax. The employer pays a set fee for every employee on welfare.

@RepBillFlores Higher economic growth doesn't mean higher wages for the workers. Sure, the employer will see gains, but not the employee. -
and it doesn't work when they fall back on "traditional" low wage jobs, that are often also hazardous (coal).
