Ann, please keep this in mind: my ability to vote is as worthless as a commemorative coin if we give either tacit or explicit approval to politicians who withhold aid to foreign governments in order to gain political favors in their election campaigns.
I've got no problem with this. There are tons of commemorative coins available from the U.S. Mint. But you can bet Wagner did this as a PR stunt.
