So.... I'm confused Adrian... Temporarily saying to Nebraska, "if you can't quite make the quota, that's okay, you're exempt," is unfair to Nebraska corn growers? Considering the huge economic hardship this states corn growers have been under because of the flooding... How?
Today I met with @RFNebraska. We discussed @EPA proposed 2020 RVOs rule. Arbitrary small refinery exemptions – which this rule allows – harm Nebraska’s ethanol industry and threaten the stability and effectiveness of the RFS.

"Under the EPA's RFS program, a *small refinery* may be granted a temporary exemption from it's annual RVOs if it can demonstrate that compliance with the RVOs would cause the refinery to suffer disproportionate economic hardship."
