It is also illegal. The law says you can only use money from the military construction budget to build something to provide protection for US armed forces. This wall has nothing to do with force protection.

If you as the House had put the money in the budget to build the Wall as you should have then there would not have been a need to call for an emergency. So the way it should be is, it is THE HOUSE's FAULT that the emergency had to be called.
