I don't think it's prudent to say under what exact circumstances the United States would or would not use nuclear weapons. I remember senator George McGovern of South Dakota explaining that very clearly on TV when he was running for president in 1972. But that was in the cold war

I'm sure it will come up lots, but what about nuclear first use in retaliation to a catastrophic chemical, biological, radiological, or even cyber attack. We have no symmetric deterrent for the first three. Is this addressed in the bill?

When it comes to making decisions of protecting and military action options and operations, it need not be a legislative action that have been enacted. But rather by prudent and decisions made based on terms and conditions that need to be addressed to protect the USA.

Absurd. No one is forgetting anything. We are two generations removed from that time, there are numerous nuclear powers today and a completely. different. threat landscape. The world in the here and now needs to turn the heat way the f*** down on the nuclear posture.
