When you talk about declaring a national emergency, the President can declare one – but it would be wrong to do so and he would be challenged in court. A wall is a colossal waste of money for a crisis that doesn’t exist.
At some point - the President is going to have to take a briefing, read a book, and actually understand what is going on in the world.
