As someone who probably spends 10 minutes in the morning trying to work out why the person your looking at in the mirror seems familiar you would probably benefit from this technology.
Facial recognition software is a threat to civil liberties but is especially dangerous for people of color, who are often mislabeled by this tech. AI in general is too new to be used in such a broad way, faces have to many differences that can not be detected with the lens of camera's today - and that is compounded by inexperience and low-budget personnel and equipment in enforcement organizations make it impossible rt now

So, take federal dollars away so it gets funded by independent and bias companies to market it to police departments for even more corruption and profiling? Why not help the technology advance in a way for positive outcomes?

Because their goal is not to help make anything related to police better, they just want to take any tools we have to solve crime away. They prefer we still use typewriters, pin maps, and no technology in a patrol car. They may allow us to keep pencil/paper.
