What's the DA supposed to do about it? Walgreens is rich and insured. They'd rather lose the merch than see people get killed. The only folks whose job it is to stop this is the police, who get more money every year but never seem to prevent actual crimes.
they will use opportunity cost to measure the value of what was stolen. As I said before, how am I meant to put a value on what was stolen. Let's say under 500 bucks, for the sake of argument. That is fuck all for this store, and might help a desperate person out.

Dude had a nice bike, could've delivered pizzas, could've rode to the library and learned something. He had nice shoes, nice clothes, clearly he values more than just surviving. 1000 in shrinkage per day is what another store was averaging when they closed their doors.
