The Refugee Response Plan (RRP) is a comprehensive inter-agency plan for responding to refugee emergencies. It is a key feature of the Refugee Coordination Model, and provides the vehicle through which leadership and coordination of a refugee response may be exercised.
The RRP articulates the protection and solution priorities and describes the needs of refugees, host communities, and other persons of concern, states how and by whom these needs will be addressed, and defines the financial requirements of all the humanitarian actors involved.
