It continues to be nuts that the Supreme Court requires congressional districts to be off my no more than a person in most states when the underlying data is so unreliable at the granular level.

Redistricting should be done by computers with particular input for partisan lean and contiguousness. Let’s just do that part of the #ForThePeopleAct

Block level data is definitely not reliable. Lots of blocks with only children, blocks with occupied housing units and no people, blocks with a household size greater than 10.

I've always targeted 0.5% population spread, but I know some state legislatures go out to 5% and I think one allows itself 10%.
