also why wouldn't private road owners take excessive tolls? nothing is stopping them. again, people HAVE to use roads
perhaps if a single entity owned all roads. However, even necessary water utilities somehow avoid being prohibitively expensive.

Perhaps they would, but it's not a certainty. It's entirely possible for many entities to own different roads and compete on price
