      I could've used annual chocolate production as a metric, but voluntary self-selection of migrants was more compelling.

      People also dislike chocolate. Also, economic theory holds that more choc. prod. has opportunity cost in other lessened goods.

          You're talking about state selection as necessaily being a means. I had meant it both as a means or ends.
