I'm reminded of the Weimar Republic of Germany, 1919-1933. It ruthlessly suppressed the Bavarian Soviet Republic of 1919, but it had a very wimpy response to the Kapp Putsch of that year. It also had a very wimpy response to Adolf Hitler's Beer Hall Putsch of 1923.

During his trial, the judges let Hitler rant at length about how he wanted to make Germany great again, and how the real traitors were Germany's current leaders, leaders who had stabbed their nation in the back by surrendering to the Allies in Nov 1918.
