Emily appears to be in the midst of a dissociative episode in the video. She refers to herself as several different people and has religious delusions. Her mother says it should have been evident to Phoenix police that she was not well and needed help. Instead, she was hogtied.

The officer's bodycam shuts off five times throughout the encounter. On one occasion, after hogtying Emily, he says "I just hit-" then shuts the camera off. Police wouldn't answer any questions about the videos or why Officer Hynes shut his camera off so many times.

They also wouldn't say why Officer Hynes transported Emily to the station instead of Fourth Ave, though a female officer questions him about that decision several times in the video. Police also blurred the footage to the point that you can barely tell what's going on.
