It flows both ways. Candidates give them money, and they give candidates money.

Candidates have to buy their committee seats by paying money to the DCCC for their fellow candidates. Other Congresspeople, like Seth Moulton and Steny Hoyer, run big SuperPACs designed to funnel money to other candidates directly!
