I can imagine the moderates arguing against fully going for the moon landing. "The moon would be great but it's not realistic. We should try to just get a quarter of the way there first, and see how that goes. Then we can try for halfway, maybe, if my donors say ok."
Exactly! Let's devote a fraction of the resources needed and when it doesn't work, throw up our hands and say, "See!"
