I don't have numbers for Portland or Seattle, but I know there are approximately 100,000 empty units in Los Angeles and approximately 60,000 homeless people.
Clearly new construction hasn't been the answer, right @RebeccaforWA?
There have been some experiments here with rent charged on a sliding scale. It definitely helps prevent homelessness here and there, but the rent is still too high for people with no income and eligibility is means tested; you can become homeless because you make too much money.
