Are they accountable to the school committee (and ultimately the voters/taxpayers) of the district in which they operate? Taking public money does not make them public schools.

Charter schools, by definition, are public schools. http://Ed.gov They are held accountable by the state and are under federal regulation since they operate independent of local districts and answer to a board comprises of county taxpayers.

Do they serve all students? Do they have direct public input via board? Do they have to follow all the same rules as public schools set by the state? If they want to lay claim to both the term "charter" and "public," what are public schools supposed to be called?

Charters serve all students and must as long as they are publicly funded. Charters are given some flexibility in testing, curriculum, etc. but, yes, they are expected to meet state standards set forth for charters. They're traditional public.

this is demonstrably untrue. 1) charters filter which kids they take 2) they dump kids who dont make them look good. attrition rates of 60% are common 3) they have a parasitical relationship to their local public schools 4) parents have no voice in them other than to leave.

5) charters engage in unfair labor practices and teacher churn. There will be no “for the sake of the nation, let them privatize the education of the children” in this house.

Public charters are a reminder that Ts and Schools are here to serve students, by all means. Competition encourages growth. To deny that is a recipe for stagnation and potential failure.

Competition encourages winners and losers. That's fine when you have 2 sandwich shops competing for customers and one wins, but when schools are competing for dollars and some win, what happens to the kids at the "losing" school?
