Many thanks Adam. Agree it’s a tough one. But that’s why I’m pushing to do some research here- there could be a dearth of data on IHR implementation in federal countries and its challenges

Happy to chat offline. We are working on several datasets (including cleaned SPAR/JEE data and PVS data) l that we plan to upload and make available through GIDA (http://gida.ghscosting.org ) but it may be a few months before we are ready to re-launch the site with the new info
