what would explain more money being disbursed than committed? is this different from obligating money? (though i suspect this is somewhere in the documentation).

More likely that govts make an initial (publicly announced) pledge, then as a result of lobbying they give some more...

is it also possible that a commitment wasn't logged but a disbursement was? i guess the question is about how the data are entered, cleaned/coded vs whether and how it can be interpreted.

It certainly is. Some govts don’t feel the need to be all show-ie (rare but there are some) about how & where $$ are spent. But it’s also very difficult to track the money due to double-counting. If you’ve got more than pledged

really broad commitments made by countries, so those commitments can't be associated/tracked for individual recipients 2)
stakeholders publicize disbursement data without any corresponding commitment information

so, it occurs to me that i knew the answer to the question, but am in essence question the use of the tool for people who don't know, and how they should interpret these figures and think about what such an accounting does.
