Once you reach 1,000 subscribers overall (channel lifetime count) that's one part of the eligibility, example starting at 0 reaching 1,000 subs. The second part is to get 4,000 watch time hours in the last 12 months.
That is a really steep climb for a small creator doing things on multiple platforms. I have two old channels that are partnered but can’t be monetized as of April 2017. No strikes ever. It will force me to push content to other sources. Why not just creating a better flag system.
