Because people ignore the core reasons that cause that symptom. When poor areas get far less funding for schooling and public services, they don’t get the jobs they need and thus require welfare. But this is apparently too complex for conservatives.

What traits are you talking about? Funding of schools (per student funding is an average) should not take the abilities of individual students into account. Particularly since given some time a well funded school can increase the intellectual level of the kids in a neighborhood.

If anything poor neighborhoods should get MORE funds to help balance out the privileges rich kids start out with (without earning it). We talk about America being equal opportunity and about pulling yourself up by the bootstraps, yet it couldn't be further from the truth.

Getting "privileges" for having rich parents is fine by me. Why should I be successful if I can't share my wealth with my children?

We have the resources to provide every American (heck every human) with a basic decent starting point while still having enough left over for there to be a good range of wealth and income. I'm not suggesting take away your family money, I'm suggesting fund schools equally.
