Yes it does, by implication. It talks about the human desire for easy fixes. And about some people deliberately blaming the mentally ill to distract everyone from the fact that only a small percent of mass shootings are committed by mentally ill people.
It’s not “blaming the mentally ill”. There are myriad mental illnesses and combinations of mental illnesses among other risk factors. Saying that mental illness plays a major role in mass shootings doesn’t mean anybody is blaming mentally ill people generally.
