CHA & other providers argue that it's precisely *because* Medi-Cal & Medicare reimbursement rates are so low that they have to charge relatively high prices on the commercial side. This may partly explain the outrageous prices that Californians face, but it's not the whole story.

The main part of the story is that profits - even, paradoxically, at non-profit hospitals - are a major consideration. It's just that the profits are divvied up at the end of the year.
