It's merely expository. The 'In order to.." part is a dependent clause. "the right of the people..." is the independent clause. Oh, and notice 'people' is explicitly linked to 'militia.' It's not accidental.
No, it’s not. It can be accurately summarized thusly: “We understand that a well-regulated militia is necessary, as you mentioned above. However, the right of the people to keep and bear arms shall not be infringed.” People in *contrast* to the militia. Comma for a reason.
