People can load their own ammunition, and there are likely trillions of unspent rounds all over the country.

But not everybody does. Even if such a ban didn’t stop everyone from using high-velocity rounds, it would stop some. If that would save a single life, it’s worth trying.

It would drive the price of reloading up, but have no real affect. Folks just wouldn’t waste rounds at the range. Likewise, if a murderer couldn’t find .223 ammo, he’d just a handguns and kill more, at a more efficient rate than he would’ve with the sporting rifle ( ex Va Tech).

Ban all weapons that can be reloaded via magazines from civilian use. Require all reloading to be by hand. So, revolvers, shotguns and bolt actions are allowed. Nothing else.

And if people want to shoot banned weapons, they can do so at federally licensed gun ranges with high security.
