Would the 14th Amendment not make a provision for States to decide on their own to allow or alter the Second amendment at per state level? Or am I reading that incorrectly?

You are. The 14th was designed to *prevent* states from denying constitutional rights.

There is not any doubt the it takes someone mentally ill to do this. The question gets to be why politicians think it is okay to arm someone who is hearing demons, and why they don't think the rights of their citizens to be safe outweigh the rights of these people to own guns.

There is no way this guy, with the history he had, should have been able to buy these guns. And yes mental illness is systemic to a lax healthcare system, but these people are sick NOW - so it makes sense to tighten gun laws.

It makes sense, if mentally ill people who intend on shooting up a public place cared about legality of their weapons. We have an assault weapon ban in California. Didn’t stop the San Bernardino shooters.
