Because the FBI allocates resources poorly.

Would the 14th Amendment not make a provision for States to decide on their own to allow or alter the Second amendment at per state level? Or am I reading that incorrectly?

Would the 14th amendment allow states to restrict freedom of speech, religious freedom, your right to trial, etc?

It reads that way to me, but perhaps I'm interpreting it incorrectly.
