Because they need to relinquish control. The last thing either party wants is complete control of the govt. When they get that, they're expected to do what they've promised, and neither wants to do that. Their investors ("donors") can't have them doing things for *us*... 1/2
And since Democrats are so bad at winning, Republicans essentially have to concede races to keep it close. They make money on the fight. As soon as one controls things, it's harder to justify the donations, too. 2/2
