In Western Europe, only the U.K. and Scandinavian countries have single-payer. But all of Western Europe has universal healthcare at 12% of GDP or less. That was his point. People in the US who are advocating for single-payer often don't know what that means.

"Single-payer" means when you go to the doctor, there's one payer for the services rendered: The government. Medicare, for example, as it sits, is 80/20, so govt pays 80%, you pay 20%. That's not single-payer. Medicaid, though, *is* single-payer.

Universal simply means everyone is covered fully and equally. Single-payer is a type of universal healthcare, when applied to everyone, but there's more than one way to skin a cat. Look up how they do it in France, Switzerland, Germany, etc.
