It's not irrelevant. If you want to stop the proliferation of *any* good or service for which there's a decent enough market, you have to do it through education. Banning said good or service just creates a black market. Period.

The black market doesn't keep tabs to report to authorities. But I guarantee you they're being sold in likely relatively small quantities. What does that have to do with anything?

If they were legally sold, you’d know exactly how many were transacted. And you can bet people would be fighting for “their right” to purchase hand grenades. Would you like hand grenades to be sold on the legal US market? Why or why not?
