You didn't shut down black propaganda. It was just legalized in the last NDAA Obama signed. RT has to register because our government doesn't care about the first amendment, which is to my point that began this conversation.

You don’t know what black propaganda is do you? No, they were forced to register because they are, in fact, a tool of the Russian government that reports on stories that the Kremlin wishes them to and reports on them how they want them to.
