Legislation is ALWAYS very limited in effectiveness when written to regulate the behavior of the people.

Laws aren't magical. There are 300-600 MILLION guns here already. Most are unregistered. No law can make them go away.

The Vegas shooter had enough money to pay any taxes on ammo. And most gun owners would just start making their own.
